what time and airline are the best to fly from california to tijuana mexico?

You might merely look to fly to San Diego as that makes more sense. Rent a car in San Diego (airport) and drive across the border. I have never heard of anyone flying to Tijuana. But, I live in California.
I think it is much easier to drop into SD and go from there.
